Ontario Immigration Nomination Program

The Ontario Immigrant Nominee Program (OINP) is the province’s economic immigration program. It works in partnership with the Government of Canada through Immigration and Citizenship Canada (IRCC).

Foreign workers, international students and others with the right skills, experience and education apply to the OINP for a nomination.

The OINP recognizes and nominates people for permanent residence who have the skills and experience the Ontario economy needs, and the Government of Canada makes the final decision to approve applications for permanent residence.

Skilled workers

“Skilled workers” are persons whose jobs require a minimum of 2 years training or experience, not of a temporary or seasonal nature. The skilled worker must meet the educational, training, or experience requirements of the job opportunity. Relevant post-secondary education may be considered as training.

Professionals

“Professionals” are persons whose job requires at least a U.S. baccalaureate or foreign equivalent degree and are a member of the professions.

Other workers

The “other workers” subcategory is for persons performing unskilled labor requiring less than 2 years training, education, or experience, not of a temporary or seasonal nature.

Employer job offer category

The employer job offer category has three streams. You must have a full-time and permanent job offer from an Ontario employer to qualify.

Foreign Worker stream: for workers in skilled positions

International Student stream: for recent graduates in Ontario

n-Demand Skills stream: for intermediate skilled workers in specific sectors, such as agriculture, construction, trucking and personal support workers

Human capital category

The human capital category has two sub-categories, the international graduate streams and Ontario’s Express Entry streams.

International graduates

To qualify under the Masters Graduate or PhD Graduate streams, you must have a graduate degree from an eligible Ontario university and apply within two years of getting your degree.

Ontario’s Express Entry

To qualify under Ontario’s Express Entry streams, you must have received a notification of interest from Ontario and have an up-to-date profile with your most current work experience, language tests and education in the federal government’s Express Entry system.

French-Speaking Skilled Worker stream: for French-Speaking skilled workers with the required work experience, education and language proficiency in French and English

Human Capital Priorities stream: for skilled workers with the required work experience, education and language proficiency in French or English

Skilled Trades stream: for workers with work experience in Ontario in an eligible trade occupation

Business category

You must be an entrepreneur from outside of Canada who is looking to implement a new business idea or buy and grow an existing business in Ontario.

Application process

The Federal Skilled Worker applicant must meet these requirements:

Once you’ve selected the stream you would like to apply under, make sure you meet all the mandatory requirements for that stream.

/ Apply to be nominated by the Ontario government

Once you’ve chosen your stream, you must apply online, through the OINP e-Filing Portal. It takes between two to three hours to complete the application.

/ Apply to the Government of Canada for permanent residence

If your application is successful and you are nominated by the Ontario government, the next step is to apply for permanent residence through IRCC.

The Government of Canada makes the final decision on who becomes a permanent resident.

International Skilled Worker: Occupation In-Demand

Required Documents for ISWs in Occupations in Demand

As of October 1, 2019, the settlement fund amounts required for the Express Entry and Occupations In-Demand subcategories have increased. All applicants must meet these new settlement fund requirements. You must have this amount for a minimum of three months before you apply to the SINP.

This sub-category is for skilled workers who:

Don’t have a job offer in Saskatchewan but are highly skilled in an in-demand occupation in the province, and Meet the sub-category criteria. Criteria can change at any time, but we’ll use what was on this website when we received your complete application.

Eligibility

To be eligible for this sub-category, you must pay a non-refundable $350 application fee online by Visa or MasterCard. It is the last step required in order to submit your application.

You may qualify for this sub-category if you live outside Canada or have proof of legal status in Canada, are not a claimant and:

Score a minimum of 60 points out of 100 on the SINP point assessment grid;

Have a language score of at least Canadian Language Benchmark (CLB) 4.

Employers and regulatory bodies may ask for language scores that are higher than CLB 4;

Have completed post-secondary education, training or apprenticeship that’s comparable to the Canadian education system of at least one year in length

You must have earned a diploma, certificate or degree with this.

For education obtained outside Canada, such as an academic or technical degree, diploma or certificate, you must submit an educational credential assessment (ECA) from a designated organization, as per IRCC’s list of approved organizations.

Individuals who have completed trades or vocational training as part of their high school education are not required to submit an ECA, but must instead apply for licensure.

Have at least one of the following in your field of education or training occupation

One year work experience in the past 10 years in a skilled profession (non-trades);

Two years work experience in a skilled trade in the past five years; or Twelve months work experience in Canada in the past three years (trades and non-trades).

Have work experience in a high skilled occupation and in-demand occupation in the National Occupational Classification (NOC) Matrix level “A”, “B” or “0”.

You may be required to provide proof of Professional Status or Licensure (for regulated occupations or those with professional certification standards in Canada and/or Saskatchewan) for your occupation. Please see Occupations In-Demand and Express Entry Occupation Requirements for these requirements. If you are requested to provide proof of licensure, your application will be held for processing until such proof is provided – all other required documents must be included in your application or your application will be returned as incomplete and your application fee will not be refunded. Do not provide licensure documents unless you have been advised by the SINP.

Assessment Rating

The program criteria can change at any time, but we’ll use what was on this website when we received your complete application.

To apply for this sub-category, you must submit an Expression of Interest. Candidates that are eligible and meet selection criteria will receive an invitation to submit an application. The points scores associated with an Expression of Interest profile will determine the likelihood of receiving an invitation. Those with high scores within the pool of candidates will have a greater chance of being invited to apply.

What is an International Skilled Worker Expression of Interest (EOI)?

An International Skilled Worker EOI is not an application to the SINP.

An International Skilled Worker EOI is a pre-application process which allows candidates to fill in an online form to indicate their interest in applying to the SINP and demonstrate their qualifications.

Not all candidates who submit an International Skilled Worker EOI will be invited to apply to the SINP. There are no limits on the number of candidates who can submit an EOI, however, candidates can only have one EOI profile.

Who can’t apply through International Skilled Worker Category: Occupation In-Demand?

You may not be eligible for nomination if any of the following situations is true:

You failed to submit documentation as requested by SINP;

You failed to establish that your intent to live and work in Saskatchewan is genuine; and,

You and or your representative have intentionally misrepresented yourselves in the application.

You must score a minimum of 60 points out of 100 points on the Point Assessment Grid to be considered for nomination.

You are awarded points on the basis of five factors:

Education and training;

Skilled work experience;

language ability;

age; and

Connections to the Saskatchewan labour market and adaptability.

You must attach documents to support the information for the eligibility criteria and points factors. For example, if you claim 20 points for having a university degree, you must attach a copy of your university degree and complete transcripts. If your degree is printed in a language other than English or French, you must also attach a translated version.

How to Apply

After receiving your Invitation to Apply through the Expression of Interest system, you must:

Follow the guidelines for the Application Process to learn how to apply.

Be sure to complete, scan and submit all of your Required Documents as part of your complete application.

Refer to the SINP Important Words and Definitions to be sure you understand what is required.

Applications that are submitted where documents are missing or not translated will be considered incomplete and the application will be closed. If your application is closed, you will be sent a letter and advised to reapply at a later date with a complete application.

NOTE: If you are successful in receiving a nomination from the SINP, IRCC will process most complete applications that have all supporting documents in 6 months or less.
